Low Cost (Discounted) Market Dwellings are homes that will be provided at a discount from the full market value of a percentage of more than 20% (we have agreed a 25% discount with Ashfield) and will be subject to a restriction that it may only be sold by the purchaser at the same discount from full market value as applied at the first sale. The Section 106 Agreement requires that these intermediate dwellings are to be sold to first time buyers or other households who cannot afford to buy their own home on open market terms for a freehold purchase. Ashfield’s Affordable Housing Officer has suggested that in reality they work on the assumption that we can sell to people who qualify for Help to Buy but we should not sell these properties to people who do not qualify for Help to Buy. The affordable houses should not be occupied by tenants/purchasers other than as a “single use family unit”. There will be a restriction placed on the legal title of the Low Cost (Discounted) Market Dwellings that requires the open market value on a sale to be determined by a local Surveyor and a solicitor will be required to certify that any sale complies with the requirement that the sale price cannot exceed 75% of the open market value.
