If after ten working days the seller has been unable to allocate the units to a person who demonstrates the above criteria, the seller shall allocate any such units to a person which has a strong local connection with the Parish by demonstrating the following: -
- they have an immediate family relative (being parents, grandparents or children) who has resided in the Parish for the previous five years; or
- they have in the recent past five year previously resided in the Parish; or
- any member of the Qualifying Persons' household has permanent employment in the Parish; or
- they have immediately prior to such allocation been ordinarily resident/living within the Parish for less than five years but not less than one year.
If after a further ten working days the seller has been unable to allocate the units to a person who demonstrates the above criteria, the seller shall allocate any such units by applying procedures contained with in the first cascade of the qualifying criteria but shall substitute the Parish for any of the following neighbouring parishes:
