- Been permanently resident within Wolston or an adjoining parish, or the Rugby Urban Area for 5 years or more, within the previous 20 years
- Has a contract of permanent employment at a workplace within Wolston or an adjoining parish, or the Rugby Urban Area
- Has current family associations (parents, sons, daughters, brothers, sisters) who have lived within Wolston or an adjoining parish, or the Rugby Urban Area for the last five years
- Are someone needing care from a person in Wolston or an adjoining parish, or the Rugby Urban Area
- Are working currently in a 'Key Worker' role - such as NHS staff, teachers, police, firefighters, military personnel, social care and childcare
