Conditions: - 1 - The development hereby permitted shall be begun before the expiration of 3 years from the date of this permission. Reason: In accordance with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

2 - The development hereby permitted shall be carried out in accordance with the plans listed below under the heading "Plans Referred to in Consideration of this Application". Reason: For the avoidance of doubt and in the interests of proper planning.

3 - Prior to the occupation of the development hereby approved, the window openings on the south elevation shall be fitted with double glazing to the specification indicated on approved drawing reference "Plan 2", and the walls shall be sound proofed in accordance with the details on approved drawing reference "Plan 4". The development shall be retained thereafter in accordance with these details. Reason: In the interests of ensuring an appropriate standard of development which protects the amenities of future occupiers, in accordance with policies 12, 13 and 16 of the Cornwall Local Plan Strategic Policies 2010 - 2030, policies E4 and H1 of the Truro and Kenwyn Neighbourhood Plan 2015 - 2030 and paragraphs 127 and 180 of the National Planning Policy Framework 2019.

4 - Prior to the occupation of the development hereby approved, a new boundary treatment shall be erected as shown on approved drawing reference "Plan 5", with said boundary not to exceed two metres in height from ground level. The boundary treatments indicated on "Plan 5" shall be retained in perpetuity, and at no time following the first occupation of the development shall there be any parking of any motor vehicle within the site. Reason: In the interests of highway safety, and in accordance with policy 27 of the Cornwall Local Plan Strategic Policies 2010 - 2030 and paragraph 108 of the National Planning Policy Framework 2019.
