CLOSING DATE 18th AUGUST AT 12 NOON

Westfields Farm is brought to the market as a whole or in 3 Lots comprising a zoned development site (LOT 1), a farm cottage (LOT 2) and grazing land with pond and woodlands (LOT 3).

Westfields of Rattray Farm has been a much loved agricultural home for fifty years for the current owners. Rarely available to the open market is this opportunity for development land with a dwelling house and agricultural fields and woodland. Of particular note are the incredible panoramic views. The vista can be enjoyed from all aspects of the land and in particular from the top of the fields to the north. Westfields of Rattray is accessed via Balmoral Road with an expansive driveway which sweeps around to the front of the property providing generous parking and turning area for cars and agricultural vehicles. This driveway is the only vehicular access point to the house. There are further access points to the development site and the lands. The charming farm cottage provides very comfortable living accommodation with delightful gardens. Indeed the property itself, whilst in move-in order throughout, could be redeveloped or extended subject to obtaining the necessary consents. The cottage has wonderful outlooks to the front and looks over the private enclosed gardens to the rear which alongside the fields and woodland attract an abundance of wildlife. The combination of a residential property together with outbuildings, a generous area of land and a zoned development site are rarely brought to the market, especially in such an accessible location. This is a property with enviable boundaries and outstanding views.

DEVELOPMENT SITE & PLANNING STATEMENT

The site has a main bus stop within 400m from its entrance. In terms of school capacity, according to 2017 figures (CD124), Rattray Primary is currently at 63% capacity and is capable to cope with additional demand. A convenient local bus passes through Rattray and provides a circular route to the centre of Blairgowrie and the cottage hospital 4 times daily.

The development site is allocated in the Perth & Kinross Local Development Plan (LDP) (2019), and is known as site H341 Westfields of Rattray (4.3 hectares) with a site capacity of between 68-104 units. There have not been planning applications submitted for the site, layouts and technical studies have not been commissioned and so prospective purchasers will need to factor that into their proposals.

In preparing possible schemes for the land, prospective purchasers should note the Site-Specific Developer Requirements in the LDP as follows:

  • “Phasing programme for development should be agreed to ensure paddock development does not occur in isolation. Emphasis should be to develop brownfield site at an early stage.
  • A Transport Statement dealing with the impact of the development on the nearby junction of Hatton Road and Balmoral Road and footpath links to the rest of Rattray.
  • A Flood Risk Assessment will be required.
  • Retention of the core paths link and consider additional linkages to the core path network in the surrounding area.
  • Provision of landscaping to provide a framework for development and integrate it with surrounding setting. Retention of important trees and additional planting.
  • Implement measures to increase biodiversity.”

Further information on the reasoning behind a number of the Site-Specific Developer Requirements can be found in the examination report of the LDP, which is available on the Council’s website along with the LDP itself.

Contact should be made directly with Perth and Kinross Council if prospective purchasers have any questions about the site, and such matters as potential developer contributions. Alternatively, contact can be made with Paul Houghton, Director and Head of Land Development and Planning at DM Hall, on [use Contact Agent Button] or [use Contact Agent Button] who will be able to offer advice.

Prospective purchasers for this site are specifically requested to submit an indicative scheme for how they would develop the site alongside their offer, an idea of the planning strategy they would follow in securing planning permission, and the time scale for this.

LOCATION

Westfields Farm is located on the periphery of Rattray, a rural village less than a mile from Blairgowrie and an area highly regarded for soft fruit production. The name Blairgowrie means “Plain of Gowrie” in Scottish Gaelic. By the end of the 18th century the Blairgowrie area was a huge centre for growing flax with 12 spinning mills being set up. Blairgowrie is now the focus of the Perthshire soft fruit growing industry and is hugely popular with golfers and anglers. It is also the main start point for the 60-mile circular Cateran Trail that walkers can follow around the historic drove roads used by cattle rustlers. Blairgowrie is a busy market town with a bustling high street providing a number of independent retailers, cafes, restaurants, bank, post office, primary and secondary schools together with health centre, cottage hospital, churches, leisure centre with a swimming pool and a wealth of community interest groups. Perthshire is a county offering a wealth of recreational opportunities. Blairgowrie is the gateway to Glenshee which caters for year-round sports including skiing, golfing, mountain biking, abseiling, hang gliding and paragliding. The River Ericht flows through the centre of the town providing riverside walks and salmon and trout fishing. For golfers there is the highly regarded Rosemount course in Blairgowrie are also three courses in Perth, two courses in Alyth and numerous championship courses at St Andrews. A recreation centre and swimming pool are situated in Blairgowrie as are tennis courts and playing fields. This is a very pretty corner of rural Perthshire with an abundance of open countryside to enjoy for walking or cycling. Local primary schooling is available in Rattray and secondary schooling in Blairgowrie. There is a bus stop 400 metres from the property. Perth some 16 miles south and Dundee approximately 19 miles south east provide a range of restaurants, banks and professional services. The main line rail station in Perth provides daily services north to Inverness and south to the central belt including a sleeper service to London.

    Basic: Up to 30 Mbit/s
    Super-fast: Between 30 Mbit/s and 300 Mbit/s
    Ultra-fast: Over 300 Mbit/s

The data is updated three times a year. The checker results are predictions and should not be regarded as guaranteed. For more information, see: https://checker.ofcom.org.uk/en-gb/about-checker#Answer_0_2
